N7 Naas Road – Safety Improvement Works

Description:
The works were undertaken on Ireland’s busiest motorway at Rathcoole Service Station, Naas Road, Rathcoole, County Dublin to improve the access and egress arrangements to the site and involved construction works that extended along the site frontage and onto the hard shoulder of the west bound carriageway.

Works
Following an extensive design consultation period between all parties including the MSI Ltd, the client, designers, project managers, South Dublin County Council and the National Roads Authority a new road layout was agreed to increase safety for road vehicle users at the entrance and exit to the site. The works primarily involved the installation of a central median containment barrier to provide physical segregation between filling station customer traffic and general traffic travelling south bound. The works incorporated the upgrading of surface water drainage system, widening of the service margin, modifications of service vehicle roadway on site, application of road markings and road signage to new road layout. As such extensive traffic management arrangements were required to facilitate the works. For practical and safety reasons the works were divided into sections. The works were undertaken as a single continuous operation with the majority of the works being carried out within the existing site boundary and hard shoulder area.

Although some sections were completed prior to the commencement of others, wherever possible given safety and practical considerations sections of work were overlapped in order to minimize overall duration and expedite the works in a manner which caused the minimum disruption. During the course of the works traffic management was
adjusted and rearranged in order to suit individual sections of work as required. Traffic management arrangements were maintained throughout in order to facilitate the safest possible execution of the works.

Due to the nature of the works and the close proximity of traffic on one of Ireland busiest roads many site activities were carried out outside of normal working hours to coincide with reduced volumes of traffic. Following the works a Stage 3 Road Safety Audit was carried out based on the guidance provided by NRA Standard NRA HD 19/09. This involved liaison between MSI Ltd, the client, designers, project managers, South Dublin County Council roads department, the National Roads Authority and An Garda Siochana, Traffic Corp. All parties were satisfied with the final outcome of the project, which received a safety and quality rating of 100% from South Dublin County Council. The works were completed on time and within budget with minimal downtime to site operations.
